Perhaps they want the jobs and revenue that would come from the new plant. I still say environmentalists probably played a role.

You betcha' that they do. But AEPCO didn't fight for the permits in the 1990s and then build that big 765 KV line through southern West Virginia into Virginia just to prove that they could.
