With the unions opposing Manchin's school agenda, many members of the Legislature will be torn between reform and what their unions want.
More than half the 25 members of the House Education Committee, for example, are current or former employees of county school systems.
The chairwoman, Mary Poling, D-Barbour, was a math teacher and she served on her county's board of education for 34 years.
Her vice chairman, Brady Paxton, D-Putnam; Minority Chairman Walter Duke, R-Berkeley; and his vice chairwoman, Linda Sumner, R-Raleigh, are also longtime educators.
Others on the committee include a coach, a principal and numerous other employees or past employees of the education system.
By contrast, only two of the 14 members of the state Senate Education Committee have school connections.
