Huh? What has the Legislature ever done to make you believe they can "properly run " West Virginia in any number of days? Hell, it takes them sixty days now to parcel out the budget digest. You or I could do it in a couple hours...

Politicians suck, with perhaps a handful of exceptions in a generation, they all suck. Perhaps hubs is right and anarchy is the way to go.

The fact of the matter is that this is all simple economics, teachers are going to go where they can maximize their earning oppertunities which includes benefits, just like any other person would do. Yes, they are going to go to the legislature just like others do, including farmers, policemen, firemen, guards, and even you, asking for special consideration of some sorts. However, the final decision rests with the 132 men and women sitting in Charleston. Just like any company, private or public, employees only get what management gives them, nothing more nothing less. It is management, in this case the legislature, that are the ones that ultimately have to weigh the costs and benefits of a wage increase for teachers. Which brings us back to simple economics, if the price is right then the odds of retaining qualified teachers is good. On the other hand if the price isn't right, then keeping or hiring qualifed teachers is harder if not nearly impossible. It is the legislature that has to weigh the pros and cons and act accordingly. Instead of bellyaching about teachers, maybe you ought to place the blame where it belongs, in the lap of the legislature and governor.

Aaron is abandoning anyone. Aaron was never a part of the line of conversation Sam was engaged in. Aaron's last statement was that the legislature in know way 'runs' the state government, they only fund it and that perhaps that if the legislature did a little less 'running' of the government, state and federal, only funded and left the actual managing of the departments to those qualified to do so, our state and federal governments might not be in the pathetic shape they are.

You guys ran away from that statement like democrats from a changing poll!!!

Time for what. To work on the ATV bill that they've been working on for 8+ years that I know of as opposed to the changes to the mining law they passed in just a few weeks a couple of years ago. Seems to me that if a law needs addressed and is critical to West Virginians, legislatures get it done in a timely manner. Otherwise they drag their feet in the regular session on garbage like the ATV bill and then have to call special sessions at more cost to the tax payers to take care of crap the should have been addressed during the regular session.

Just out of curiousity, how are you going to pay for these year round legislatures that set their own pay?

Seems to me there's very little consertative about you!!!

I'm not advocating the legislature set their own pay, nor am I advocating a legislature that meets "full-time". I posted earlier I don't believe they need to work even 210 days a year.

As far as the extra funding required, WV would have ample funds to adequately compensate our legislators, and a whole lot more, if we had th courage to stand up to our out of control federal goverment and refused to comply with mandates that are unConstitutional and/or unfunded. NCLB & the REAL ID Act are but two costly examples of this.

How in the world is a full time legislaure, or even a 3/4 time legisature going to solve the problems of an austistic child and what kind of bill are they going to write during their time in September or November that they couldn't write in January, February or March.

As for funding, we've got too much coal that supplies too much engery to be a poor state. The only reason we're poor is BECAUSE of our legislatures and their piss poor management.

And yeah, the NCLB is uncostitutional. The real ID act isn't.

Aaron,

I've been a resident of this state less than 2 years yet I get the feeling I have a better understanding of how the legislature works, or fails to work, than you do. In addition, you obviously have paid little attention to the legislation that has failed to find its way through various committees and both chambers with the speed required to be successful here in WV.

Once you have a rudimentary understanding of what is required for a piece of legislation to make it to the governor's desk perhaps you'll have some concept why some people, myself included, believe the current schedule is inadequate.

Personally speaking, I don't believe any government body can solve all of any group's problems. I do know, however, that the WV legislature should have passes legislation requiring insurers to cover the treatment of autism spectrum disorders, as HB 4091 and SB 146 would have done.

In your opinion the REAL ID Act is Constitutional, there are many who disagree with you. In any event, by your own admission, there are unfunded & unConstitutional federal mandates being rammed down the throats of the citizens of WV. We should refuse to comply with them and the money saved could be spent more effectively and more appropriately on services and programs that will improve the lives of West Virginians and lower taxes to boot.

As for the legislature, I know how it works, at least enough to know what they want passed gets passed and what they don't, never sees the light of day. That from the word of a former legislature that I know.

If your autitism bill didn't make it to the governors desk, it wasn't due to time spent on the bill.

In my experience, legislation that fails to emerge within sixty days is purposely bottled-up in committee. It is not a case of running out of time, it is a case of a member, group of members, or the leadership applying the kiss of death. A sure sign is multiple committee assignments.

I agree what you say is true, however, under the current system, there is no time for members of the public to make any sort of show of support for a bill that is languishing in committee. The events surrounding SB 248 makes this evident.

The WV Senate passed that bill and it was introduced in the House on February 28th. From there it was sent to House Roads & Transportation committee and from there it was to go to the Judiciary committee. The chair of the R&T committee wouldn't place it on that calender. Although a request was made for a hearing on that legislation, she denied that too. A week simply wasn't enough time to press the issue with anyone. So the bill is dead because of the actions of a lone delegate from Logan county who may or may not have received some pressure from Manchin the Magnificent Moron. How does this serve the needs of the citizens of WV?

If there were more time available, those of us who support this legislation would be in a far better position to get it passed. While there are those of us who have no intention of letting this be the end of things, our options now are severly limited.
