CHARLESTON, W.Va. -- State regulators ordered West Virginia American Water on Tuesday to retain 31 employees scheduled to be laid off later this week.

The state Public Service Commission said the "planned staff reduction may be an unreasonable action that could cause substantial irreparable harm to West Virginia American Water or its customers."

The PSC told the water company to keep the 31 employees on its payroll until the agency completes an investigation into the job cuts.

"This is a stunning victory for West Virginia consumers and working families," said Mark Brooks, spokesman for the Utility Workers Union of America, which represents water company employees in Huntington, Weston and Braxton County. "It's a very strong order."
