Over the years, politicians seeking re-election promised state employees health care benefits when they retire. West Virginia taxpayers now face a $10 billion liability for those benefits.

The PEIA covers 76,000 active state employees and 57,500 retirees and dependents, a covered group expected to peak at 66,000 by the end of this decade.
