100,000 WV’ians – missing, uncounted or imaginary?

Medicaid, the joint federal-state program, currently covers health care for about 420,000 low-income West Virginians. This fiscal year, the program is expected to cost more than $2.9 billion.

About $2.1 billion of that comes from the federal government .

And if the (Obama) Affordable Care Act, the signature legislation of the 2009 Democratic Congress, is upheld by the U.S. Supreme Court, West Virginia will be expected to add 130,000 people to its Medicaid program by 2020.

Now just how is it possible for there to be 97,167 more low income people in WV than there are below poverty level people living in WV?

Is WV’s “low income” threshold higher than the Federal “poverty level” threshold?
