The West Virginia Housing Development Fund has been good to Doug Pauley
The Housing Development Fund has awarded Pauley two of every three low-interest loans the agency has distributed under a U.S. Department of Agriculture program designed to spur low-income housing construction in rural areas.
Pauley, whose December 2010 land deal with state Treasurer John Perdue is being investigated by federal prosecutors, received 23 of the 35 loans approved by the Housing Fund -- or $24.9 million of the $42 million total the agency distributed -- since the federal rural development program began in 1997, according to records obtained under the state Freedom of Information Act.
Pauley named some of those projects after Housing Development Fund staff, their family members, and even an agency administrator's dog,
