Aren't Congressional District alignments done by state legislatures?

(Not that state legislatures don't gerrymander Congressional Districts a hell of a lot on their own- they certainly do. )

Isn't the Census conducted by the United State Department of Commerce? What if the census were pulled into the Oval Office and given to Rahm Emanuel, the just resigned leader of the House Democratic Campaign Committee? What if ACORN were contracted to conduct the Census?

I suspect you're like me - I don't want the numbers manipulated for anyone's advantage.
