Stimulus Bill's Hidden Chicago Exclusion

Hidden during the final hours of the rush to pass the bill that seeks to "stimulate" the economy over the next three years, we find a hidden oversight board or RAT that ties the inspectors hands and tells him if he can or cannot conduct an investigation of wrongdoing. Is this the change we can believe in? It looks a lot like all the old corruption we've seen before.
