I could go on and on about the advantages of doing business in Virginia. "What separates the environment in West Virginia and Virginia?" he said. "The answer is clear to me: It's all about policy: tax policy, judicial reform policy, educational policy."

Russ Sobel, a professor in the Department of Economics at West Virginia, said TV reporter John Stossel was able to open a small business in Hong Kong in one day. By contrast, the Go-Mart in Gassaway, must display 13 required government permits.

"And they're not performing heart surgery," Sobel said. "It's a convenience store."
