West Virginia spent more than $30.9 million last year to keep individuals arrested for substance abuse issues confined in the state regional jail system during the last fiscal year.

That represents nearly 40.87 percent of the $75.6 million in total expenditures for the regional jail system last year, according to a report presented to lawmakers Monday.

In dollar terms, total expenditures amounted to $10.1 million for drug-related incarcerations with $20.8 million going to incarcerations stemming from alcohol-related charges.
