It would appear that deficit spending is the norm. Perhaps the question is whether a distinction exists between wise and foolish deficit spending, or prudent and excessive deficit spending.

Does a distinction exist between wise and foolish deficit speading? Now there is a fair question. Another way to ask this question is can spending beyond one's means ever be wise. Deficit spending, in my humble opinion, shows a total lack of discipline. One only has X dollars of income, then one should have the necessary discipline to limit one's spending to X dollars or less. If one wants to spend more, then one should have the discipline to incorease revenues and avoid credit. If the politicans lack the courage to increase taxes, then they should also have the courage not to increase spending.
The only time I can think of where deficit spending become necessary, is in times of war, provided we didn't start the war.

Citizens routinely incur debt to buy homes, cars, education, etc.- items that are expected to last at least as long as the purchased product or service. How about if government debt were limited to roads, schools and other infrastructures whose life would be expected to be far longer than the debt incurred to build?

We are seeing what in the housing market what happens when debt is used. Many eventually misuse it, thus the foreclosure mess. Government is no different.
