Of the $67 million that teen pregnancies cost taxpayers in 2008, $13 million was for public health care, including Medicaid and Children's Health Insurance Program coverage; $20 million was for child welfare programs; $11 million was for incarceration; and $19 million came from lost tax revenue because of decreased earnings and spending, according to the report.

West Virginia taxpayers spent $1.5 billion on the 55,964 teen births that occurred in the state between 1991 and 2008, the report stated.
