CHARLESTON, W.Va. -- Almost 5,500 parents owe Kanawha County Schools more than $3 million in unpaid lunch bills. And none of those families are eligible for free or reduced lunches, Treasurer Harry Reustle said.

"It's people the government said can afford to pay," Reustle said.

Fifty-seven employees owe the school system another $15,000, Reustle told school board members Thursday. Those bills have been submitted to collection agencies, but the school system has tried that in the past, he said. In 2009, Reustle submitted bills to an agency after unpaid parent meal fees toped $1.2 million.
