No. I believe that people should be allowed to burn the flag--as long as they are wearing it when they burn it.

I guess that's one way of avoiding a question.
Personally, I believe the first amendment gives anyone the right to do anything they want with the flag.
Considering some of the manners in which 'patriots' violate the flag, I don't think someone burning as a politicial statement is any worse then the waitress at the Moose lodge wearing it as a vest, some company plastering it all over clothing to make money off of it, Joe Idiot hanging it on the side of his house 24/7 without using an all weather flag or illuminating it during dark hours, or any of the other thousands of methods in which Americans dishonor the flag in the name of patriotism.
But that's just me.

Free Speech is not a license. It is limited already: you cannot libel, slander, perjure yourself, call for the violent overthrow of the USA, divulge secrets, be obscene (child pornography, etc.), etc... If the Congress and SCOTUS agree, flag burning can be made illegal. Right?

The Supreme Court has already said burning the flag was protected free speech under the first amendment in Texas v. Johnson (1989) and reaffirmed in U.S. v. Eichman (1990).
Now that's not to say that a new court couldn't overturn that ruling but I don't think it's likely.
And if they do then any violation of these standards should carry the same punishment as burning a flag, at least in my humble opinion.
For me, to see someone hang a non-weather proof flag outside their house and leave it out in the rain and allow it to fade and ravel is much, much worse then someone burning one to make a political statement.
