How is he to blame? What evidence do you have that shows he could have prevented this from happening? Should he have ordered the planes shot down before they could crash into the towers?

I'm not dodging anything. As I'm not a dumbass that realizes every single crime cannot be prevented, I would blame the perpetrators of your hypothetical attack. Only a fool would think a President can stop every single crime or attack.

BTW, Aaron, if Soon-To-Be-Former-President Bush is responsible for "keeping us safe", as TerryH's post at the start of this thread would indicate, why isn't he also responsible for failures to provide such safety?

First: The USS Cole was in port, NOT in international waters at the time of the attack. (If you are going to use an example, you should get the basic facts straight).
Second: I said it was a rather minor incident in comparison; meaning in comparison to 9-11 (since that was what we were discussing).
Third: The skipper if the Cole's career was pretty much ruined by the incident (he never again had command of a ship, and he was denied promotion - effectively forcing his retirement.
