West Virginia first in earmarking, last in everything else..
No, that is not correct. West Virginia is not last in the cost of living. Last time I checked the cost of living was lower in West Virginia than the average cost of living across America.

Well "DUH", ...... the "cost of living" in any particular area is based on what the public can afford to pay.
And what they "can afford to pay" is based on their earnings.

And if you eliminate the salaries of all the Federal, State and County employees from West Virginia's average ....... it will be considerably lower ...... and thus will give a more realistic "picture" of the NON TAX FUNDED average income of the populace.
