The Democrat Party knows for a fact that the trough feeders and poor folks trust them to look out for their best interest.
And thus an Implied Concept is just as good as any signed Bill by the President.
Why do you think there are so many poor folk after 100+ years.

My 19 year old liberal, Obama loving son told me it was a good bill because it was going to create 30,000 jobs. When I ask him to explain the only thing he could come up with was a solar power plant in California and that was only because it was mentioned by Obama. When I ask him to why there weren't more solar power plants he had no idea.
He called it a "great" energy bill and when I tried to explain that it was an energy tax, he gave me the lights or on but nobodies home look.
He's a smart kid. And he's transferring from WVU to State and is going to be moving back in with me. He gets one bill. It's going to be the electric bill. Perhaps if this passes the Senate and he actually looks at the kwH cost for a year or so, he might understand.
