I don't know that the FDIC's rules are hard and fast but they were more flexible for ShoreBank than they have been for any other failed institution in the seventy year history of the FDIC. I don't have a problem with the fact that ShoreBank is the progeny of community organizations on Chicago's South Side. I do have a problem with the fact that the rules were changed for them.
