Jessica Uhl was 18 and her sister Kelli was 13 when an Illinois state police cruiser struck their car on Interstate 64 near Scott Air Force Base in 2007. The girls died.

Lawyers for their parents, who sued the state, contended that Trooper Matt Mitchell was texting while driving. (He was also driving 126 mph.)

Mitchell later pleaded guilty of two counts of reckless homicide in a deal for 30 months on probation.
