The United States Congress pulled the death panels out of the legislation because the public so reviled the pieced-together mess it could not pass. So what does Obama do? He uses bureaucratic rule-making authority to do what Congress could not. So is the U.S. Congress an arcane institution destined for the scrap heap of history? Or has Obama sealed his destiny to become an unpopular one-term President?
