God is Great?

If Allah is so great, why does he use cowards who shoot and kill unarmed soldiers or fly airplanes into buildings killing innocent men, women and children?

Megyn Kelly just mentioned that we are getting reports that the gunman who killed two U.S. soldiers in Germany this morning yelled “God is great” in Arabic as he allegedly opened fire.
If Allah is so great, why does he use cowards who shoot and kill unarmed soldiers or fly airplanes into buildings killing innocent men, women and children?
