PSU, Pedophilia, Paterno and the Priesthood

Why isn't Penn State allowed to negotiate/pay off its way out of this mess like the Roman Catholic church was able to with its pedophile priests?

These horrors have just come to light. I'm sure to whatever degree they can afford to negotiate/pay its way out of this mess will be in direct proportion to how deep its pockets are.

This is the rare occurrence in which our overly litigious culture is a good thing--many folks who should have done differently will be given a very tangible representation of that reality. On the other hand, I wonder to what extent those who are not culpable will be sued also.
