The Obama administration's plans for a bullet train could be headed off the tracks in California,
Since the project was first unveiled in 2008, officials tripled its projected cost, delayed its start of service 13 years, downsized ridership projections and increased ticket prices.
-- Cost. Originally, voters were told the project would cost $33 billion, with state government, federal government and private enterprise sharing the cost roughly equally. New projections put the price tag at $98 billion, with no accurate assessment of how much each entity would pay.

Similarly, officials in China who fast-tracked high-speed rail are now re-thinking their support after several officials have been sentenced to prison for graft and a high-speed train crashed and killed thirty-five outside Wenzhou.

Like Boston's "Big Dig", huh?
China could implement high speed rail service in many areas of the country because the majority of their citizens have no personal means of motorized transport nor do their populace live in far and widely spaced out housing developments, etc. …… and therefore their economy is not already dedicated and dependent on several million miles of paved roads and highways.
The American populace bought motorized vehicles and spread out …… and there is no way possible to force them to bunch back up and start riding a train.
I know that in the 70's Germany still had a Law forbidding the building of a house or home outside the City limits on property that didn't previously have a house or home built on it. I think it was to protect and preserve agricultural land to insure food production, even "wild" food. Harvested game animal meat can be sold in stores and restaurants.
