Secret? How Can It Be Secret? You're Reporting It.

On the one hand, if it is truly "secret", how can Reuters know about it? On the other hand, Obama is just fulfilling his campaign promise to run the most transparent administration in history. I can keep a secret. How come the administration cannot?
