When is hate speech not hate speech?
Would "back to the back of the bus" be considered hate speech against blacks? Why isn't "go back to the ovens" hate speech against the Jews?

I would think that, depending on the context, that either phrase could well be a kind of "hate speech".

Luke 10: 30-37
A certain man went down from Jerusalem to Jericho, and fell among thieves, which stripped him of his raiment, and wounded him, and departed, leaving him half dead.

Which now of these three, thinkest thou was neighbor unto him that fell among the thieves?
