Reuters led with the headline: Judge won't block implementation of healthcare law

Okay. What does that mean?

Because the individual mandate is unconstitutional and not severable, the entire Act must be declared void.

The Judge gave DOJ seven days to appeal. If not, the twenty-six states suing for relief from it may proceed as if there were no mandate. How is this not blocking implementation?
