But the big obstacle was Reagan, imo.

Democrats held the HOR for all 8 of Reagan's years and while Republicans did take the Senate from 81 to 87, it was never by enough of a margin to enforce cloture so any legislation Regan repealed, he did so with the consent of Democrats in Congress.

No, I don't think conservation would have made us independent of mid east oil. Our dependency likely would have been less but given that the population has increased by approximately 70 million people in the last 30 years, we need to do more of our own production, don't you agree?
