Teacher hiring
So our schools are forced to hire what they know will be bad teachers simply because they meet criteria set forth on paper and then ther can't fire them after a year when they know they are bad teachers.
Is it any wonder our schools are failing miserably?

Teachers union leaders blast hiring proposal
The leader of one of West Virginia's teachers unions blasted a proposal Thursday that would change teacher hiring practices in the state.

CHARLESTON, W.Va. -- The leader of one of West Virginia's teachers unions blasted a proposal Thursday that would change teacher hiring practices in the state.
The proposal, which would give counties more leeway in hiring, would "move education back to the 1970s and '80s rather than move it on to the 21st century," Dale Lee, president of the West Virginia Education Association, told state Board of Education members.
A teacher hiring subcommittee under Gov. Joe Manchin's 21st Century Jobs Cabinet proposed the changes earlier this month. The Cabinet, created by Manchin in 2006, cannot change policies by itself.
Under the proposal, county superintendents would have discretion to reject any job applicant based upon an unsatisfactory interview, while county school boards could assign different weights to criteria such as the job interview, job training, seniority, academic achievement, experience and past performance evaluations.
If no applicant met the standards set forth in the job posting, county school board members could hire who they wanted.
"There is not a set of rules for each interview process. It lends itself to a policy where nepotism and cronyism come into play," Lee said. "It's just going to lend itself to more litigation, more grievances."
Also, that committee said new teachers with a poor performance record in their first year on the job should be allowed to be fired.

They already can be. It is called non-renewal of contract.
No tenure accrues until a 4th one year contract is executed. Only then does it become a continuing contract.

If only it were that simple. Administration has to 'mentor' and council any teacher who receives a subpar rating and show to the union why the struggling teacher is not offered tenure.
The amount of paperwork required and obstacles that must be overcome dissuades the few 'former teachers' who have been moved into administration from even trying to improve bad teachers.
The first thing that needs to be done is in hiring qualified managers into administration instead of promoting teachers based on paper qualifications and a 6 week administrative course.
