Ziggy, MTR caused another downpour of 4+ inches of rainfall

CHARLESTON, W.Va. (AP) - Gov. Joe Manchin completed a tour of flood-ravaged counties in southern West Virginia on Sunday and said he was moved by the devastation.

No deaths were reported in the storms that dumped more than 4 inches of rain in some areas and prompted Manchin to declare a state of emergency in Logan, McDowell, Mingo and Wyoming counties on Sunday. The declaration allows Manchin to direct state resources to those areas
