One Citizen's agitprop is unbelievably false .... as usual.

The West Virginia Center for Budget and Policy wants the Legislature to increase taxes on the coal industry, an industry that center officials admit generates more than $600 million a year in tax revenues. Rather than make its case using the facts, staff members of the left-leaning center conducted a study that concluded the coal industry costs the state more than the industry pays in.

While certainly the coal industry does require services from the state government, such a conclusion is illogical.

And a look at what the center considered as costs showed the data was flawed. Including $173 million in tax credits and exemptions as a cost to the state makes no sense. Reduced taxes are not an expense to the state. To that end, Cal Kent, a business professor at Marshall University, conducted his own study. He found that the center's report omitted property tax revenues and the overall impact of severance taxes.

After deducting the actual expenses to the state, he concluded that the state nets $490 million a year from the coal industry.
