Manchin backs repeal of health reform's 1099 provision

MORGANTOWN, W.Va. -- Democratic Sen. Joe Manchin is making good on a campaign pledge: He's co-sponsoring a bill that would repeal one piece of the federal law overhauling the nation's health-care system.

Manchin announced Friday he's backing Senate Bill 3946, which would repeal the so-called 1099 provision widely opposed by business owners.

Form 1099 was designed to keep track of tax liability.

A tax provision passed as part of the health-care law would require companies to file forms, starting in 2012, for every vendor that sells them more than $600 in goods.

Manchin says the bill also is being run as a stand-alone amendment to the Food Safety Modernization Act.

He says small businesses are struggling, and a paperwork burden won't help jump-start the economy.
